CBDC Pilot: India’s Digital Rupee for Welfare
India is testing whether a central bank digital currency (CBDC) can do more than modernize payments—it may also change how governments distribute public aid. The Reserve Bank of India (RBI) conducted multiple CBDC pilots during the fiscal year in which beneficiaries received food benefits via the digital rupee. The RBI highlighted the immediacy and programmability of a CBDC as tools to “ensure productive utilization of public funds” in social-welfare contexts.
CBDC for Social Welfare
The digital-rupee pilots mirror electronic benefits transfer programs such as the U.S. Supplemental Nutrition Assistance Program (SNAP), where recipients receive aid through debit cards. Governments and nonprofits have already adopted prepaid cards and digital gift cards to speed, secure, and customize benefit delivery, moving away from legacy manual processes. Digital solutions promise greater scalability, customization, and monitoring capabilities, enabling more targeted community impact. While still far less prevalent than prepaid products, a CBDC could theoretically deliver many of these same benefits to recipients in need.
